Whakatāne District Council Tūruapō – Vision Statement

A new boat harbour has long been identified as an infrastructural priority for Whakatāne District as a way to enable the marine and tourism sectors to unlock and drive economic development. The need for a new boat harbour to support the tourism and boat building sectors has also been highlighted in Whakatāne District Council’s Long Term Plans.

As a consequence of this, Whakatāne District Council is playing a key role in a transformational partnership that includes the Te Rāhui Lands Trust, the Crown and Ngāti Awa Group Holdings Limited to build a new boat harbour on Te Rāhui Lands Trust land at the bridge end of Keepa Road. The boat harbour development project will provide access to strategic on-land infrastructure, including cargo loading and unloading, safe passenger access, hard stand and large boat lifting capability. It will improve resilience and reduce environmental risk by placing risk activities (refuelling, pump out and servicing) out of the river’s flow to a more controlled environment. In the long term, the new boat harbour will support long-term and holistic benefits to the land, the beneficiaries of Te Rāhui Lands Trust, Ngāti Awa and the wider Whakatāne District.

  • Provide a future-proofed supply of berthage to the marine and tourism industry

  • Develop enduring and fit-for-purpose public infrastructure

  • Provide for the growth of the local marine industry, in turn strengthening the local economy and employment opportunities for Whakatāne district residents

  • Commit to enduring, positive Iwi/hapū partnerships and facilitate aspirations of Whenua Māori

  • Implement associated project training outcomes

  • Achieve environmental uplift for Whakatāne River.

With its experience delivering high quality public infrastructure, and as a facilitator and driver of economic improvement activities for the people of the district, Whakatāne District Council will play a key role in supporting the boat harbour development project through to completion.
